A) Well concrete is an amazing material, it can be shaped in almost any form, it can resist water, fire and strong compression, it can also be poured in the same job site or previously with a shuttering technique, which consists of precasting the concrete into molds.
B) I don’t think concrete is the right choice, for instance it can't resist tension forces and it is very sensitive when pouring in bad weathers. Steel is a much better choice, it is good with tension and also very shapeable, it is easy to find and transport and also the prices aren’t too high.
A) Since you put it that way, steel cant resist compression forces, it bends pretty easy and regarding to the weather the steel is an even worst choice. Also the concrete in construction of bridges is very important because it is essential for building the foundations.
C) Humm, I have an idea, why don’t I use both of your materials. If we combine concrete with steel we can use a very good compression-tension resistant material, also concrete can protect the steel from the corrosion and there we go. Now we have an all weather very resistant material for our construction.
